1.1.1      Surveillance system

A comprehensive and integrated plant security and surveillance system, including all necessary hardware, software, firmware, interfaces, and accessories, must be provided for the Office  utility. The bidder’s offering should encompass complete hardware and software, tailored to meet any additional requirements. The specifications aim to outline the functional and design prerequisites for the Perimeter Intruder Detection System and CCTV System, which will gather video information from various perimeter operation areas of the Office .

In order to enhance Office security and monitoring, it is recommended that a minimum of four cameras be installed in all Office oratories. However, the precise number of cameras required should be determined through a comprehensive survey that takes into account the specific needs and layout of each Office.

To ensure the preservation of recorded data, it is imperative that all camera recordings be stored in a local drive. This facilitates easy access to the footage within the Office premises itself. Moreover, provisions should be made to enable remote viewing of the camera feeds from off-site locations, such as a state office. This feature allows authorized personnel to monitor Office activities in real-time whenever necessary, even if they are not physically present.

To maintain a thorough record of events, it is advised that the DVR system be capable of storing a minimum of one month’s worth of footage. This duration ensures that a substantial amount of data is retained, enabling retrospective analysis of any incidents or investigations that may arise. The CCTV system should include a digital video recording facility and a data management system located in a suitable independent location. The bidder is expected to provide a suitable Digital Video Recording & Management System (DVRMS) for this purpose, which comprises:

  5. Network infrastructure for Camera

Each alarm and camera within the system should allow individual configuration of the following settings:

Pre-Record Duration

The duration of pre-recorded video associated with an alarm/event, selectable from a list of values between 0 seconds and 5 minutes.

Post-Record Duration

The duration after an alarm/event that event-activated recordings will continue, selectable from a list of values between 0 seconds and 5 minutes.

Frame Rate

The desired video quality for event-activated recordings, with the ability to have different frame rates for user, event-activated, scheduled, and motion detection activated recordings. The selection should cover the entire range of frame rates supported for the camera/streamer.

Storage

Retention Period

The default period for retaining event-activated recordings before deletion. The retention period of individual recordings should be changeable as needed, selectable from a list of values ranging between one hour and forever.

However, each alarm or event that triggers video recording should also be individually configurable, with pre and post-alarm periods selected from a range defined by the maximum settings for the camera.

DVRMS systems that require a single pre and post record event period to be defined for all alarms and events on an individual camera, or for all alarms and events on all cameras, are not acceptable.
